Vacant Property Recycling and Redevelopment

As part of the Allentown Neighborhood Partnership Program, the Hilltop Alliance has been acquiring vacant, tax delinquent lots and houses, specifically targeting micro-neighborhoods within Allentown as advised in our 2013 Housing Strategy.   Since fall of 2014, we have submitted 38 such properties into the City’s Property Reserve process which will come into our ownership in phases, beginning mostly in 2018. 

In 2017 the first property, a vacant, abandoned house on Beltzhoover Avenue in Allentown, was sold to a neighborhood-based developer who renovated and sold it for affordable home ownership.  The high-quality renovation was completed in April 2018, sold in May 2018 for $105,000, and has set a standard for the properties that follow.
